Windows XP Pro: Setting "Generate VRDB when computer is idle" does not take into account any applications/tasks launched with different credentials using "Run as ...".
So, although the computer is running at 90% CPU utilization, VRDB generation kicks in. Not so nice.

The idle state is considered when you're not moving mouse. Just leave it a while so the VRDB starts generating database and then move the mouse just a bit and VRDB generating will stop.

It is a misunderstanding thinking that if the cpu is in use the computer isn't idle.

It is more when YOU are idle and the computer is not receiving any more user input.
If you wish, you can "disable" the VRDB generation by right clicking on the I ball and choosing the option.
The generation of the VRDB does not affect computer process to a notable degree.
As has been said, once you start to input, the VRDB is temporarily halted.
