What is it ?

i went to panda antivirus website about 3 mnths back, downloaded sftwr and my avast detected a virus on their antivirus software!!

No, it's not... Or better, Panda do not encrypt their virus signatures well. Other antivirus detect their signatures as being real virus... Shame on Panda but they are not really virus  ;)

It does not recognize avast as an installed antivirus

I agree with Technical.  I do not care for Panda much.
As has been said, its' signature files are not encrypted and thus cause problems with detection.

The new Panda site did not do much for me either.

I'll take your word for the results of their AV checker.  I don't like remote vendor programs being downloaded to my computer.  It's just my thing.  ;)

F-Secure had a problem like that once.  They fixed it ASAP though. Thats why I like F-Secure as my Backup scanner
