I solve this problem by "completly" uninstalling norton AV 2003. This is not done in add/remove programs but using a tool utility:

ftp://ftp.symantec.com/misc/consumer/Rnav2003.exe

Where in this forum did you find advice to simply uses add/remove program as a method to remove NAV?  ??? ???
