Title: How to fix Error 7013: Webrep plugin can not be installed

It had been previously installed and uninstalled. Now it causes Chrome to be super slow browsing sites upon entering a url into the URL bar. How does one fix the software? I checked chrome://extensions and the plugin's not there but webrep is still screwing with my system.

Edit: Clearing Chrome's browsing data solved the problem w/ slowness. Still can't install Webrep but that's fine with me!
