Have you read their program Specs or Features as to how the hope to achieve this? If not, your doubt would then be as doubtful as you say their claim is.
Jammer is made by the same people who produced the Outpost Firewall, which is very good, so I would think that they are doing. The program uses three different approaches to protection, just one of the three is stopping unauthorised registry creation/modification/deletion. That combined with the other two should provide excellent protection.
Yes we all know nothing in life is 100%, we don't know what is coming tomorrow, but I think you can be sure development will continue to ensure that the claim is protected also.
Yes, there are more and more every day - If you protect against methods of attack rather than individual attackers, this is less of a moving target and theoretically could block unknown attackers, which use a regular method of infection, etc.
