Software updater stuck on "System is starting up"

 Once Software Updater is "Disabled" and you click start, it says "System is starting up, Please wait..."  and status says "starting" but it doesn't start, just stays like that. Tried exiting and trying again but same thing......How fix this??

Have you rebooted, that cures many ills.
