I still have the same problem.
All "Reset Browser Settings" did was disable all my Extensions, so the Avast! Extension wasn't enabled and so didn't cause the new tab to open.
I enabled my Extensions and immediately, the new tab opened with the "Thank you for installing" page.
I installed the plugin so that I could browse safely, which cannot happen if the plugin is disabled.
Something else is going on.
