Is it safe to use a memory stick and backup DVD which was used on a laptop that  has now been cleared of viruses?  What I want to know is
if they will transfer the virus back to the computer?
 
Also, if the computer has a virus and I no longer use the internet, do I have to clear the computer of viruses before using the computer for normal use?

No, it is not safe to just use them.
They may contain infections.
Scan them with avast and Malwarebytes before using them.

Yes, you need to remove the malware before using the computer.
Unless you want to wake up some day and find out all your date is gone, the system is not booting anymore or something like that.

Install MCShield before you plug in that stick   www.mcshield.net     you may post the scan log here

when done, do as Eddy say...scan with updated Malwarebytes and avast
