Hi, are you trying to install a VPN..?
No, it appeared apparently from no where, I did not install any new program lately

In a spanish speaking site, it says it is a virus, altrough can not tell if the that website is legit or just trying to sell a virus removal tool or something: https://losvirus.es/tap-provider-v9-for-private-tunnel/#windows

My question arises since Avast has been running all the time(first software installed in the computer), could it have bypassed Avast in some way?
