Issue w/ Avast Free & computer restart

Hello:

I am using Avast Free.  Occasionally, when I am downloading a program I use Avast shields control to disable Avast until computer restart.

I notice however, if I select "restart" in windows 10 home (to restart computer), Avast will resume normal protection upon loading of the desktop.

However, if I shut down the computer (completely turn off) and turn the computer back on, Avast will remain disabled.

In short, Avast will turn on for windows restart but will remain disabled for a windows shut down.

Is this normal behavior for Avast? Thank you

In Windows 10, because of Fast Boot technology, Shut down doesn't really turn off and then restart everything.
Restart on the other hand, does exactly that. Shuts everything off, then restarts the system and starts everything again fresh.

After major changes or updates, it is always a good idea to restart your computer to make sure all those changes actually happen.
