Users icon disappeared, can't use sync at all now

What title says. I was configuring browser and I've set it all, but when I tried to sync with my phone, I realized I just can't find the damn setting. Looked at help docs and realized the icon I was suppose to have there, it's just not there. It's just entirely gone. How can something like this even happen in the first place?

Just did clean re-install and the sync or login thing is just not there anymore. wtf?

When I had that problem, I enabled it this way,
Go to secure://flags/ and make sure the following is enabled.

I've enabled this by hand, but I don't understand why was this enabled on first install and then it was just gone and apparently the DEFAULT in Flags is actually DISABLED. I don't get it what's going on here...
