intermittent internet issues, what is being blocked

One of my computers keeps dropping the internet.

One of the things the firewall is repeatedly blocking shows a remote IP address of this computer and the same IP address as the local address with the rule of "Public Icmp Destination unreachable block"

I'm having problems with an older security camera too and it has a ton of blocks as Host Process for Windows with the remote IP address of the router and a local address of 239.255.255.250 under the rule of "Puiblic Tcp/Udp In Block"
there is an identical block but listed as a security camera I have trying to contact the software on this computer through the router.  All the details of the connection beyond the name are the same.

edit: a bit more information, it only shows all those things being blocked when the computer boots up.  After that the logs are quiet.

Have your tried setting your Firewall to Private profile instead of Public?
