Windows Blocks File

A Friend of mine sent me a .exe file on my other computer and I try to extract it and it says Windows found that this file is potentially harmful.  How can I get it to unblock it.  I have Vista on this computer.  I right click on the .exe and properties and all it lists is general stuff.  What can I do to get it to work?

I assume Vista's firewall must be blocking it.

Which is blocking the file? Can you post a screenshot of the message? Which program is blocking what exe file?
Without further info it will be impossible to help you...
Operational system?
Firewall?

Its the Vista Premium, it has that Windows Firewall which is turned on, I tried something here before might have messed it up more  :-[  I switched what it opens with once from Windows Explorer to Internet Explorer and I dont have a extract button on top and the icon changed to internet explorer.  How can I get it back to what it was supposed to open with?     

Before when I clicked on extract all of the .exe a window popped up and you click Extract all and a box pops up that said Windows found that this file is potentially harmful. and there was a thing you can click on below it and I did that but it the stuff in the next window was for Windows mail and I tried what it said and didnt work, never used Windows mail before.

I solved this problem, downloaded a windows zip program that can extract files.
