Hi I use for some time, Avast program on my mobile phone htc desire with with android 2.3, I have a basic question, because I noticed that when I turned on wi-fi to all commands work perfectly but as I have wi-fi turned off the location and the other does not work how to configure that in the event of theft can see where I find my phone, very fast information please greet

your question is not really clear. but I suppose you have troubles connecting to your online account while wifi is turned off.

does you phone has it's own internet connection, or is it only connected via WIFI?

you need to have a continuous internet connection in order to work with your my.avast.com-account.
if you don't have a sim based internet connection, you can still use SMS commands to control your phone.
