1) I have Windows XP Home.

2) I installed avast and it was performing scan.

3) Avast rebooted my computer and started scan before windows starts.

4) Computer locked up

5) Upon restart. The keyboard and mouse does not work anymore.

6) I cannot logon to Windows anymore. I tried in Safe Mode and still nothing works.

7) I can't even type a user name and password to logon.

Does anyone know how I can get my keyboard to work so I can logon or if anyone has any ideas besides a reinstall?

Well...
avast! does not change drivers (for keyboard or mouse).
When scanning, it does not take automatic actions without the user known.
Did you take any decision of moving/deleting files?
Was there any other antivirus installed in this computer? Firewall?
avast! does not load in Safe Mode, so it can't be blocking the keyboard/mouse. Was your computer infected?

When Avast said it found a virus. I deleted it.

I don't know why the anti virus would associate this with a driver

Well, the malware is the one who associate itself with a driver... It's always safer to send to Chest (that allows restoring) than direct deletion.
Maybe you should overinstall Windows or run full cleaning processes.

My system was locking up shortly after log on, running very smooth after that, but mouse pointer and cntl alt and del not doing anything, I thought it was a system lock up but suppose symptoms were mouse and keyboard not working, mine seemed to be down to avast blocking search features as they started up, look in event viewer under errors see if there are any recent search problems, it seems to either blocking a connection or denying file ownership.

Well, it could be the traffic while login and starting all programs and services.
Try delaying the avast! services on the Troubleshoot tab of settings and see if you achieve a better login time.

Try Startup Delayer.
This freeware controls the windows startup (Windows 98\Me\2k\XP\Vista\7) that does not follow a strict order.

I found this while searching got my problem.  My mouse would work but my keyboard would not.  Looking at the device driver files one of them said it was created by AVAST.  Once I uninstalled avast they keyboard workes fine.
