Exclusions

I use Avast 2014.9.0.2021 free.
I have exclusions for some files.
The exclusions are in the following locations;
ANTIVRUS / EXCLUSIONS and ACTIVE PROTECTION FILE SYSTEM SHIELD / EXCLUSIONS
Why is the Avast tray icon animated, as if scanning, when I open an excluded file?

Well, I can think in some scenarios:
1. Other things are being scanned at the same time (other process, other files) than your excluded ones.
2. The scanner is just checking the file is on exclusion list and the icon swirl, although the file is not scanned, i.e., the icon is showing avast! activity (checking files) and not exactly scanning.

Identical exclusion issue here.
I have a shortcut on the screen for fast-fast access to TCPview.exe.
Speed is of essence.
TCPview is in both exclusions.
Yet the Avast icon rotates and slows down the display of connections.

@Tech,
what is the difference between "scanning" and "checking" you speak of?
Also for me "other things" aren't being scanned at that time.
