What is the full path to the file.  Hover over the file name and it should expand it to the programme files folder

You still have trend micro antivirus on th system and that is what Avast was picking up, the trendmicro removal tool can be found on this page  http://esupport.trendmicro.com/solution/en-us/1037161.aspx?referral=1059018

Not necessary, although it will give it a new lease of life and speed it up some

If you do decide make sure that you back up everything that you will need before you start :)

Of course!

So I did the trendmicro removal and the last reboot the Welcome screen was back to normal - before it went to a white screen with plain black text instead of the usual windows 7 background screen with white text. The bar at the bottom of the screen still looks like safe mode, so I'm a little unsure about using the internet as usual. Much better than is was before though.

Could you right click the desktop and select personalise and play with the settings there, I am on windows 8 now and I forget how it is changed  :-[

You could try to set the design to the Windows 7 Standard one. That should restore most of it.
