Need Help with On-Access Scanner

When I select the On-Access Protection Control, my Outlook / Exchange conguration is showing that the provider is waiting for a sub system to start.
What does that mean? Is my email not being scanned? How can I correct this?

If you use Outlook (not outlook express) then when e-mail is collected it will activate. If you use outlook express then you do not need this provider
