After further investigation, I found the following file:

More investigation reveals that the Avast Browser has similar problems:
1. Launch the Avast Browser
2. Look in the Windows 7 Application log and note the browser warnings.
2. Go to Settings>About Avast Secure Browser>Diagnostic Information
3. Note the extensions shown are for the Browser.
4. Go to Settings>Extensions>Select Developer tools. This will display the extensions for the browser. They are all Avast extensions it appears.
This may be related to what's going on when I start up Windows 7 and Avast One runs.
