Fix IE Utility

[12oct09] Fix IE Utility v 1.0
- Initial release
- Fix IE Utility re-registers around 89 concerned .dll & .ocx files required for the smooth operation of Internet Explorer. Before running the utility, make sure that all Internet Explorer windows are closed.

This utility has been developed by Raghu Boddu for TheWindowsClub.

I hope it works better than IE's own "Repair Tool".
