cant open control panel - virus

I cant open control panel to remove other anti virus...which is Symantec...I can barley write this plea for help
I was barley abel to get on web site. I don't know what to do! please help. I have barley any control of comp.

I tried downloading Avast but it couldn't do anything with Symantec while it is running.
I was able to get on internet using Mozilla browser ..I can not even open my documents/my computer..
in fact i just tried to run any basic game or program and can not open anything!!
I am ready to break this computer in half. I despise data terrorism and I am so mad.
I cant even open up notepad
I just downloaded Hijackthis and it will not run...says the file is infected, do i want to run my anti virus...then if i say yes it brings me to Semantic web site to purchase!!!!!!!
all files and programs say they are infected and will not open/run

Ok im back and I've downloaded and started "ewido". It seems to be doing something good. I will update my progress here.

Hello,

   my current process and results are ....Norton is still running ...
I still am unable to open control panel.
I am able to access the internet only through Mozilla browser.
system is slow.
 running vista on laptop HP Compaq 6901p

I have downloaded and ran the following programs

Avast!
Malwarebytes anti malware
ewido anti spy ware ( and i think this is the program that saved my computer!!!)

i was unable to open any file..they were all infected.
now it seems i am only unable to open control panel and remove Norton!!
