It was mentioned early in this thread that it was "apparently happening only on W2K/XP machines."  Not true.  I have an XP desktop and and Win 7 laptop.  The double-update voice message (one with no pop-up, the other with the normal pop-up) is occurring on both.
Also happening on Windows 8 as reported.

Today I met this bug twice on my Vista. First you can here only the voice announcement, then in a pair of seconds you can hear the announcement again but now it is accompanied with the green pop-up.

Exactly the same thing with my systen since the last 2 days. I never recognised it before.
I have version .1456 installed since July 15.

Occurred again with VPS update to 120725-0.  It seems once you get the double talk, you have it forever. ::)

Well that is to be expected, since you initiate the update there is no point in notifying you when it updates. Manual updates have been like that for some considerable time.

Yep, absolutely normal not to have to be notified when you are already aware. ;D

Not sure if my location makes my input useful for scope of issue, maybe everybody, but has happened the last two days at starting both the Vista Home Premium and the Vista Ultimate and those are the only two I've used the past two days.

BUT I don't mind one bit.  Nothing else seems quirky -- not the asteroid one -- anyway, I find that lady's voice rather pleasant, so if you guys even want to add one more line to the double intro now, that's fine with me.  But something like "Have a good day." __ ! Don't dare use "nice day".

My program is up to date, but mine is double sounding as well.  What is causing that?

XP-Pro, SP3 here and its been repeating for 2-3 days. Also like someone else mentioned, gives voice but no popup, then gives voice and popup, doubling. Sometimes failing updates. Also still have all other issues I reported sometime back of Avast locking up, no logon to Outlook Express email [error 10060], no logon to internet, have to reboot or force definitions update. Often can't force definitions update.
