Have (or did) you another Anti-Virus installed in this system, if so what was it and how did you get rid of it ?

Have you rebooted - if not try that.

If that didn't work - try a repair of avast:
XP - Add Remove programs, select 'avast! Anti-Virus,' click the Change/Remove button and select Repair, click next and follow.

Vista, win7 - Control Panel, Programs & Features, uninstall a program, select 'avast! Anti-Virus,' click the Uninstall/Change and select Repair, click next and follow.

You may need to reboot after the repair.
Windows 10 Home 64bit/ Acer Aspire F15/ Intel Core i5 7200U 2.5GHz, 8GB DDR4 memory, 256GB SSD, 1TB HDD/ avast! free 24.3.6108 (build 24.3.8975.762) UI 1.0.801/ Firefox, uBlock Origin, uMatrix/ MailWasher Pro/ Avast! Mobile Security

Thanks,
sorry i didnt provide enough info. What happened i downloaded these software; windows 7 Manager from CNET site and HOTSPOT shield for networking security. So i used the windows 7 manager to delete some files in registry and other folders and i discover that it affected my system so i used system restore and everything is okay except AVAST. I have done uninstall/repair but no difference and now it keep showing you must reboot for the update to take effect at the bottom of the user interface. i have done that twice.
Should i uninstall totally ? My operating system is windows 7 Home edition.

I had the same problem after system restore (Also Windows 7 Home). Had to run the Avast installation again (had saved the downloaded install file) to fix the problem. Shields are now working and Avast is updating.

Yes system restore can really mess with the avast installation.
