Try various settings as far as security and ports go.  The first suggestion didn't work but the last one in this thread did.  Might need to find what settings your ISP suggests.

        PROBLEM SOLEVED!!!!!

Problem was not avast nor outlook

                   BUT

Window Firewalll settings

make sure for Microsoft outlook both home/private and public chech boxes are checked.
   Otherwise no connection is made
and no emails are send and recieved
