Windows Defender & Start up programs

Hi guys! It's just me again.
I don't get access to Windows start-up programs after check-off Windows Defender to get access at start-up.
(I got Avast Free aboard).
Windows Vista runs on this laptop.
Please advice, thanks in advance.

You can access startups by typing msconfig in the run bar or install CCLeaner http://www.piriform.com/ccleaner/builds which has more options to modify the startups, use the slim build as it doesn't include the Google toolbar.

Thanks craigb for your reply.
Typing msconfig in the run bar > defender asking to get access.
I too have ccleaner slim aboard.
I enabled defender, and got access to start-up programs.
But I will try your suggestion anyway.
