OLEACC.DLL, umm... Help?

I just downloaded Avast4 twice, and supposedly successfully installed it three times. Whenever I try to run it a pop-up error message comes up.

It says: (Title)Error Starting Program
The OLEACC.DLL file is linked to missing export USER32.DLL: GetWindowModuleFileNameA

and
another behind it says,

(Title)C:\Program Files\Alwil Software\Avast4\ashAvast.exe
C:\Program Files\Alwil Software\Avast4\ashAvast.exe

A device attached to the system is not functioning.

What operating system are you using? Windows 95?
