What precisely do I disable, to stop information being sent to the cloud?

So far, I have been told that webrep doesn't send anything, if I deactivate the community option, which is counter to what staff say.

This forum, Free/Pro/Suite, is geared more towards personal users rather than commercial issues or software.

As for preventing all private data from being sent to the Internet, that is not possible.  I think you know what is meant by that, as Avast! is certainly not alone in collecting data about its users.  Everyone does it, to a greater or lesser degree.  These two forum links above may be able to better help you get a handle on what you can allow and not.
