Download blocked by avast

I was going to download a file today and a pop up came up stating the the file may be from an unsafe website and refused to download the file. Where is the setting which controls this behavior? I do not have Webrep activated.

Majorgeeks, it was  a File reputation warning, the choices were Abort the download (default) or Complete the download.

It's ok I found out what was happening. The setting is under Web Shield settings, warn when downloading files with poor reputation.
