DavidR , I already have the Microsoft Visual C++ 2008 Redistributable - x86 9.0.30729.4148 and Microsoft Visual C++ 2008 Redistributable - x86 9.0.30729.

Do I still need to download the one that you posted??

If i downloaded it , do I license again??? My Avast is already activated with license , but theres just the argument thing after i put my license in. So should I try to put in the license after i download the one you posted. I notice that the link you gave regarding the Visual C++ is 2010 version.

Since my avast is licensed and I have like 200+ days , maybe I should just let this problem go?

The link I gave takes me to "Microsoft Visual C++ 2008 Service Pack 1 Redistributable Package ATL Security Update" not C++ 2010 and the downloaded file also shows C++ 2008.

If as you say you already had C++ 2008, don't now if that is C++ 2008 SP1 (but it seems so as it matches the file version I just downloaded (see image, I downloaded the 32bit version).
If it is then you have it installed (and presumably running) this isn't the problem.

When I connect to my VPN , it used to show the exact ISP name on avast firewall but now it just says VPN. Is there something wrong?

It also happens that after i turn off my VPN , it just says Realtek PCIe instead of my ISP name for example : Virginmedia etc

Is it just a bug due to the update of avast since its unable to track my exact ISP name and my exact VPN name.

Not sure how this is related to your original issue and possibly best in a topic of its own. Or leave it for a while and see if it resolves itself. If it lasts for some time more information could help, e.g. where are you viewing this information.

Looks like we solved all the problem here , I just ignored the argument error and continued on with life.
