Activate from SMS without WiFi, problem with locate

When i send command "LOCATE" over SMS, smartphone stealth recieve sms, turnOn Wifi (all wifi routers turn off around), turnOn GPS, but not not turn on GPRS.
Why?!
If my phone not in wifi area, what is the most likely, how i can locate my phone?
For example, app "real time GPS tracker" turn GPRS on by SMS message, and this right.
May be I am missed something?

I dont remember now, but I am deinstall and install "real time gps tracker". App dont ask rights.

hm according to google specs you need root rights to control data state.

Another app can turn on GPRS, but avast can not.

It may ask you too enable gps..

Anti-Theft (avast) in stealth mode receive SMS and turn on GPS and WiFi, but can not turnOn DataConn(connect via mobile operator such as GPRS etc) for translate location on server.
Another app can turn on DataConn(GPRS), but avast can not.

As a result, the application is useless.
I can:
- Send request for the location of the phone
- Phone can determine location with a GPS it runs.
I can not:
- Get the location, because the phone can not start the connection.

What's the point?

we'll look at implementing that.
in the meanwhile you can use "keep data connectivity on" in protection behaviors. Once you mark your phone as lost, the connection will stay alive.
