Avast expire and block service Firewall and ICS - Impossible to re-star again.

When avast free expire disables the windows firewall and it is impossible to restart again.

I'm a technician and this already happened to me 3 times with different clients and AVAS provocate this.

I Uninstalled  Avast, and no way to restart firewall service again.
I have applied Microsoft solutions and nothing seems to work (http://support.microsoft.com/kb/920074/es).
