virus in registry under "AVAST Software" title

When Internet Explorer 10 is the default browser, a rogue window popsup on
the screen and it has a message.  The message can be "Your PC performance is Poor Click the
download button ..."

The url that it gives is: "http://tv.channel.157news.com..."

I looked this up in the registry using the registry editor.  I found it under "AVAST Software".

The full tree is:

AVAST Software
       AVAST
           WRCv2
               UrlInfo  =>      ab(Default) REG_SZ
                                      http://tv.channel157.news.com...

Please tell me what to do in order to get rid of these random pages w/ nonsensical URL addresses.

run in order listed
AdwCleaner / Malwarebytes / OTL / aswMBR

when done, removal experts will be notified and help you. It may take hours before thay arrive so be patient

While I was waiting for your response, I decided to do a System Restore.

The popups aren't happening anymore.

If this was a result of a infection......system restore does not remove infected file (s)
It may disable it but any infected files will stil be there

I meant to say, I did a registry restore to a previous time.  Microsoft calls this a "System Restore." 
However, I can see where the confusion comes from.
