Uninstalled Avast - need to fix mail account settings

I installed Avast 4 a while back and hit all sorts of problems. Unistalling and reinstalling didn't help, so I dumped it. I don't want to discuss whatever the technical issues were but everytime I reboot my PC, my Outlook Express mail account server settings get reset to:
Incoming mail (POP3): localhost
Incoming mail server account name: joe@abc.com/pophost.abc.com

Changing it to: pophost.abc.com
                         joe@abc.com
and saving these settings works until the next reboot when they again get reset. How can I fix it permanently? I've searched forums but can't finding any query directly relating to this.
System software: XP Professional (SP2), OE 6, Spybot SD resident, PC Cillin 2002.

- use the uninstall util from the Avast website.
- reboot
- set the mail settings as your provider instructs you

If this doesn't solve it, it is very likely not Avast (remains) causing this but something else.
