Does Avast do some scanning if all shields are disabled

I find is kinda strange.
For example if I try to start certain program while all shields are enabled\disabled,it will take at ~ 20 seconds for the program to be loaded(the GUI to appear)but if I uninstall avast,the program will start at least twice faster.

This doesn't happen with only one program but the most notable one is XMedia Recode(I use it to convert audio\video files).
The other programs also start slower than when avast is not installed.

I use avast home and this problem always existed(maybe it didn't on 4.8 but I can't be sure)...I'm on Windows XP

If by scanning, you mean active resident scanning enabled, but you also have it disabled, then no.  With resident scanning enabled, avast! will look at every file run and check it to see if it is clean and can be run safely.

Even with active scanning disabled, avast! is still running, and has avast! drivers running at a deep level within XP, so disabling the scanning does not turn these drivers off.

Removing avast! from your system also removes (most) of the drivers.  Some are always left behind, so we use aswclear.exe to remove all of them.  The ones that are left behind are still running on your system and will still be looking for malicious files or process calls.

I just use the option from the tray icon that disables all shields.

Currently avast is not installed and I don't see anything left behind(drivers)...I check with the program autoruns

You are not going to be able to see these deep-level drivers left behind by uninstalling avast!  Which is precisely the point, as they are high-security devices and hidden from view for a reason. 

If you run aswclear.exe in Safe Mode, then all remaining drivers will be removed.  Run aswclear.exe for all versions of avast! you have ever had on your system.  Reboot after each version is removed, beginning with the newest to the oldest.  So, if you have run 4.8, 5.0, 6.0, 7.0, then you would begin with 7.0, aswclear.exe in Safe Mode, reboot, then 6.0, aswclear.exe in Safe Mode, reboot, 5.0, aswclear in Safe Mode, reboot, and finally 4.8, aswclear in Safe Mode, reboot.  aswclear.exe must only be placed on the desktop before beginning.

Once that is done, all remaining drivers for all versions have been removed.  Just be sure to point aswclear.exe only to the Avast folder only every time (ALWIL folder for earlier versions) or you will remove something else you do not want.

Use http://singularlabs.com/uninstallers/security-software/ to completely remove deep-level drivers left behind by any other a/v programs you have run and then uninstalled in the past.

Is there is any software that can tell me if I really have some left over drivers from avast because I'm pretty sure I can tell if something is left behind after uninstalling something

You can try http://technet.microsoft.com/en-us/sysinternals if you do not already have it.  Did you run aswclear.exe yet?

Process Explorer,Process Hacker,System Explorer,Autoruns...all of them don't show anything avast related(or that I have something running that I don't know for what it is or from where it came from)

I used aswclear.exe before(when there was a memory leak problems with 145? so I revert to 1426 by using that uninstaller)but I don't remember how I removed avast last mount.

It's just that no matter how disabled avast is(except uninstalled or in save mode),everything start little slower(some programs start twice slower)than when avast is not installed
