Also look to your startup folder (Start button->Programs->Startup), if it does not contain ashMaiSv.exe.

Startup is empty.
After sitting all night, everything is now working again! All providers are working with the exception of Outlook and Instant Messaging since I don't use them (I stopped them)

All providers working after the system being down for several hours is part of the pattern of what has been happening.
Perhaps there is some kind of glitch in this Dell that is causing this instead of Avast! ?

I sincerely appreciate your efforts to help me,

Please start Event Viewer (menu Start->Control Panel->Administrative Tools) and go to page System. Is there any error message from 'Service Control Manager' about the 'avast! Mail Scanner' service ?

there were no specific errors with mail scanner until I went into the properties:

Error  3-9-2005 7:26 Service Control Manager  7023
in properties this was the message:
the avast! mail scanner service terminated with the following error: cannot create a file when that file already exists
Error 3-7-2005  with event number 7000 the avast! web scanner service failed to start due to error 7000/the service did not respond to the start or contrl request in a timely manner
Error 7009  Timeout 30000 miliseconds waiting for avast! web scanner service to connect

Any other errors were all the same as above.

I did a search (advanced and in hidden and sub folders)
These three were shown:
ashMaisv.exe-12E27032.pf c:\windows\prefetch 59kb pf file 3-5-2005
ashMaisv.exe-2B155A09.pf c:\windows\prefetch 63kb pf file 3-9-2005
ashMaisv   c:\program files\Alwil software 233kb application 2-18-2005

I do want to mention that the desktop icons are still on the desktop after I did the uninstall/reinstall (don't know if this makes a difference)

As of right now, all providers are working properly.

I think that the process ashMaiSv.exe is started automatically from somewhere and that causes this problem. Try using msconfig.exe and search for ashMaiSv on Startup tab.

it is in the startup with a check mark...should it not be checked to start up?

Vojtech, as suggested,  I used msconfig.exe and found ashMaiSv checked on the Startup tab.
I will uncheck it...

I unchecked ashMaisv, rebooted, then upgraded to version 4.6.623 now the internet mail provider is not working  "waiting for a sybsystem to start" when OE is running.
I checked msconfig.exe and there was another AshMaisv with a check mark and another AshMaisv with no check mark (the one I cleared, I think)

this is now showing 3 errors for today stating that

I just unchecked AshMaiSv in the startup, rebooted, and now all providers are running...
perhaps this will now be a permanet fix  ??

avast4\ashmaisv.exe    hklm\software\microsoft\windows\currentversion\run

there is one ashmaisv unchecked, one with a check
the one without the check does not have hklm but has the software, etc

I am trying!

Then I did this as suggested before (finally got the full path right)
Start regedit.exe and go to
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Run
If you find a key named "ashMaiSv" here, delete it. Do the same for
HKEY_CURRENT_USER\SOFTWARE\Microsoft\Windows\CurrentVersion\Run
Then restart computer.
(This hint is valid only for Windows NT/2000/XP !)

...now the internet mail provider is not working.
Startup in msconfig is still showing 2 ashMaiSv--one box is checked, one is not.

I'm going to let it set for a few hours and see if it resolves by itself again.
