I used to be able to control frequency of downloads so I don't get annoying interruptions to my work.  I don't find this feature in the new version. Has it been removed ?  If it is gone, that's a deal killer.

That isn't the frequency of updates/update interval, but the pop-up duration.

This hasn't changed, avast checks for updates every 240 minutes (free) and 120 minutes (pro/ais) you can decrease/increase the frequency of the update check. That hasn't changed from avast 7, it is still in the avastUI > Settings > Updates scroll down to Details and open/expand that section and set the Update Interval to one which is convenient to you.
