If you take a good look you will notice in the screenshots provided by Alievitan both screens appeared during set-up.
That is the "only" time they ever show up.  :)

This after a restart required by Avast to complete the update from 8.0.1488 to 8.0.1489.  This screen is the first thing that shows up as your computer boots into windows.  It is NOT during installation or setup.
