The avast self defence needs to be disabled before running a restore otherwise you end up with your problem ;)

Try running a repair and reboot, to repair avast click to uninstall and on the next popup screen you'll receive options-choose repair then reboot when completed.

control panel/programs and features and click on avast then click uninstall, the next screen or the following screen will give the option to repair.

I see Avast Internet security setup screen and there is a repair icon there,
I tried it and I get a message    ERROR PROCESSING PACKAGES
                                                        PLEASE USE FULL UPDATE

I'm not sure about hitting the uninstall icon as I do not wish to uninstall

Alright it looks like it's completely corrupted, Download and save a fresh copy of the avast version you need http://files.avast.com/iavs5x/avast_internet_security_setup.exe and the avast removal tool http://www.avast.com/uninstall-utility click to run the removal tool and accept the action to reboot to safemode where the tool will remove avast for you, when completed reboot again and re-install the newly saved avast version from before and add your license from the email as you did when first licensing the product.

Note that you could first try installing the new avast over the top of your current and see if that works first.
