I don't think Web Shield is working with SafeIP turned on.
I hope that Avast is at least scanning SafeIP process.

Edit :
I can see that sometimes Avast system tray icon is spinning
so I hope I am protected while using SafeIP but there is
nothing in Web Shield.

Am I protected when I use SafeIP (proxy) ?
There is no activity in Web Shield. Sites are not scanned.
