Can't connect to IE or Oe

I have just downloaded avast 4. Home but I can't conect to IE or Oe. If I disconnect avast by right clicking the spinning "a" ball and clicking "stop on-access protection" I can access IE and OE. I have uninstalled Norton anti-virus. Also, after start-up I get the message box,
ccApp.exe
This application failed to start because MSVCP70.dll did not install. Re-installing may fix the problem.
What to do? What does all this mean? I not very technical so please assume I know nothing and keep technical stuff to a minimun.

most likely place to look would be a bad removal of Norton. http://service1.symantec.com/SUPPORT/nav.nsf/docid/2001092114452606 give this a whirl and see what happens. You may have to repair Avast after you are finished
to do that go to add/remove programs and when you hit remove you also get the repair option
