I can't seem to add a picture for my avatar in the forums.Or change Location

I can't seem to add a picture for my avatar in the forums. Why?
I have looked everywhere in my accounts settings in the forum but no where can i find my avatar picture?
I can't Change my location either what's going on?

Oh, thanks for the info. I was wondering why i couldnt change my icon/find where i could change it! :)
