tracert does not work when firewall is turned on in avast 8

Hello, i cannot tracert to sites when the firewall is turned on even though ping workds. the firewall is set to allow tracert. is this a bug?
note: разрешить means allow
          исходящий means outgoing
          входящий means incoming
