You can block...

... a popup with NoScript or similar.
... an ad with AdBlock+ or similar.
... Flash, if you disable its plugin.

I can always remove the plugin
what I'm looking for is a toggle
or leave flash available just eliminate the popup
If something I want to see is not working I could manually toggle
Unfortunately one of my financial programs uses Java and flash
sigh
