I want Avast to do a boot-time scan in win98 is there a way to force it to do this?
when I have installed it on winXP systems it will ask to do it for me as part of the install.

Win98 doesn't support boot-time scan, only NT based Operating Systems (such as XP) support this function, it is not a limitation of avast!
Windows 10 Home 64bit/ Acer Aspire F15/ Intel Core i5 7200U 2.5GHz, 8GB DDR4 memory, 256GB SSD, 1TB HDD/ avast! free 24.3.6108 (build 24.3.8975.762) UI 1.0.801/ Firefox, uBlock Origin, uMatrix/ MailWasher Pro/ Avast! Mobile Security

In Windows 98 you can boot with a CD and run avast! for DOS.

As David said, it's not an avast! limitation.
