False warning from Windows

I just dismissed an Avast sales pop-up and immediately got a warning from Windows Action Centre that Avast is turned off. Avast says it isn't turned off. Who do I believe?

Believe to avast. What is your OS and avast version? You can try repairing avast: Windows 7

I rebooted and the warning didn't reappear. This happened a few months ago - it's just annoying, that's all.

I turned off the action center in Win 7. It is a useless POS. I would believe Avast.
