I keep receiving an illegal operation error message regarding explorer.exe as follows:

what were you doing exactly when this happened ?
is this reproducible ?

In such cases, it is always a bright  idea to look for the file location and properties mentioned in the error message (sens.dll)

--> System-folder & it is
"System Event Notification Service (SENS)"

I was just going online, it happens every time that I connect to the internet.

In such cases, it is always a bright  idea to look for the file location and properties mentioned in the error message (sens.dll)

--> System-folder & it is
"System Event Notification Service (SENS)"

I changed my on-access scanner to Nod32 ver.2 and I received the same error

Do you have two anti-virus programs installed on the same machine? I did that once and that produced massive strange behaviour. Even if one of the engines was not loaded (or so it seemed) uninstalling one put my system back to normal. If you have two installed, I would suggest you uninstall one of them.

have run a full thorough System scan with avast ?
what did you do before this errors occured ?

what starts with WIN ? (see msconfig)

try this first maybe..:

To extract files in Windows 98 or Windows 98 Second Edition, use the System File Checker tool:

   1. Quit all running programs.
   2. Click Start, and then click Run.
   3. Type sfc, and then press ENTER.
   4. In System File Checker, click Extract one file from installation disk.
   5. In the Specify the system file you would like to restore box, type Wsock32.dll, and then click Start.
   6. In the Extract File dialog box, type drive:\Win98 in the Restore from box, where drive is the drive letter of the CD-ROM or DVD-ROM drive that contains your Windows 98 CD-ROM, and then click OK.

Please also answer any questions left unanswered above..

what about a full scan with avast or AV-Bootdisks ?

doing a FULL system file check (SFC) might also help..
Win-Updates might have to be reinstalled afterwards..

Minacross, get away from two antivirus at the same time!!!  
Even unistalling you could - and seem to have - troubles...
