There is no need to start the windows firewall to get a app from a store.
What is making you think so?

Lets have a look at the services

Download and run farbar service scanner

Tick "All" options.
Press "Scan".
It will create a log (FSS.txt) in the same directory the tool is run.

Please copy and paste the log to your reply.

There does not appear to be a service problem

System File Checker
Press Windows Logo Key + X
Click on Command Prompt ( admin )
type SFC /SCANNOW
Let the process Finish
Reboot and then try the firewall

Give this a try: http://www.tweaking.com/content/page/windows_repair_all_in_one.html
Have it a try to repair the firewall.

sorry but i don't like these programs, the problem is by avast not the firewall problem the program disable windows firewall while installing so it's not a windows problem .

i guess i'll have to uninstall avast to update store apps then install it again :(

The problem is with the windows firewall/security center.
The tool I mentioned is perfectly safe to use.
You don't have to like it, but if it solves the problem why not using it ?
