After all that I ran avast boot scan
and came up with
C:\Bentleydownloads\view-08.11.07.440\view.eexceptionlogs-vbs is infected by
VBS:Agent-AVI  (TRJ)

Earlier today I tried to open DWF file using Bentley which is basically a CAD file viwer

I took a pic of the screen when the boot scan stopped but file is too large to attach
When I hit delete or move or repair it always came back with ERROR 42111

Let me know what I can do

view.eexceptionlogs-vbs is this a legitimate part of that programme ? as Avast may be running that as a heuristic detection

I am not certain.
But I did uninstall the software
since I dont use it that often

is there a way to see if its legitimate?

There is one way, if you still have the file then right click it and select edit copy the entire contents to a text file then attach it.  I will then check the programme out

the file name View does not give me the option to edit and copy
instead it says install, repair, uninstall, troubleshoot etc etc

In that case it is not a proper VBS file, so I would remove it
