I tried the procedure given by essexboy, but avast still is not working.  I uninstalled avast and installed avira, because it works fine on 8.1.  Hopefully this is fixed soon so that I can switch back to avast.

I did the same but installed ad aware free antivirus. Hopefully avast will be working for me again.
@essexboy  after win8.1 update avast was missing I just reinstalled new version 2014 of avast - not working
then I did a system restore and reinstalled 2014 version - not working
Then I followed your suggestion and ran the uninstall utility and then reinstalled 2014 - not working

Thanks for your help hopefully after a few months and windows updates all the issues will be sorted then ill install avast again.

It would be intriguing to know what is causing this as I am running 8.1 and 2014 with no problems

I had v9 installed when I installed Windows 8.1.  After installing Windows 8.1 avast wouldn't work so I uninstalled and did a clean install of v9.

after running the avast uninstall utility in safe mode, stay in safe mode, do not restart yet. install avast 2014 while still in safe mode, wait until the avast window opens after the install, then reboot into normal windows.

2. Download whichever Avast program you are going to use.
3. Run the uninstall utility
4. When it asks whether you want to go to Safe mode SAY YES!
5. Once in safe mode follow instructions but DO NOT RESTART!
6. Run you Avast program (mine said that scan utility would run but I didn't see it)
7. Reboot into normal mode
8. VOILA Avast will be working.

The procedure posted by DSouter worked for me on clean install of Win 8.0 freshly updated to 8.1.  Clearly the Avast installer and/or post-install setup steps are not working correctly except in Safe Mode.  After final reboot (step 8 in the procedure) Avast seems to be running OK but some functions like installing a new language don't work.

This worked for me
1. Download uninstall utility from Avast website here http://www.avast.com/uninstall-utility
2. Download whichever Avast program you are going to use.
3. Run the uninstall utility

The easiest way to solve this problem:
- just start the computer in safe mode
- find the Avast install folder
- you can see a folder with name "1038"
- make a new folder "1033"
- copy the content of the 1038 into 1033
- restart in normal mode

that's all.
