Ok, I follow these steps:
1. Downloaded avast 9 remover.exe
2. Restarted PC in Safe Mode, than run the remover. Avast gone!
3. Restarted PC in Normal Mode, than installed new Avast IS, a fresh copy.
Until this, everything went fine. But, when I checked the Firewall, and it requested me to restart PC, that issue appeared again!
So, definitely it's a bug! Like Coolmario88 said above, I'll be patient, maybe it will fix itself after future updates.
